The President of the Senate shall designate two co-chairpersons from among the President's appointments, one each from the majority and minority party; and the Speaker of the General Assembly shall designate two co-chairpersons from among the Speaker's appointments, one each from the majority and minority party. A majority of the members of the commission shall constitute a quorum for the transaction of the business of the commission.
