Upon the designation, with respect to the undertaking of a project by any business, of a lead public agency pursuant to section 4 of this act, 1 the State Comptroller shall require that any financial assistance received by the business from a public entity in connection with the project pursuant to any contract to which the provisions of section 2 of this act apply shall be spent in accordance with the terms of the contract.
