New Jersey Statutes Title 51. Standards, Weights, Measures and Containers 51 § 1-48

The state superintendent  1 shall possess scientific and technical knowledge of the construction and use of standards of weights and measures. All county and municipal superintendents and all assistant superintendents shall be persons of sufficient scientific knowledge to properly inspect, examine and report on the technical conditions of said standards.
