Each county recording officer shall certify, upon or under every mortgage the time when the same was presented to him or brought to his office to be registered, and the name or number of the book and the page or pages in which it is registered, and shall, if required by the party presenting or bringing the mortgage for registration, give a receipt for the mortgage, stating therein the time when it was received or brought, and he shall deliver the mortgage, when registered, to the party entitled to it, or his order.
