New Jersey Statutes Title 43. Pensions and Retirement and Unemployment Compensation 43 § 15A-71

The words “public agency or organization” as used in this act  1 shall be construed to mean and include any agency or organization which operates public works or is engaged in service to the public for 1 or more municipalities, local boards of health, or counties, and whose revenue is derived from other than State funds, but shall not be construed to include any subdivision of any county, municipality, school district, privately owned public utility or service or any religious, educational or charitable organization.
