In view of the critical shortage of materials resulting from the present world war, the operation of the provision of section five  1 relating to the furnishing of duplicate daily weight statements to producers and all the provisions of section nine of this act  2 shall be suspended until six months after the President of the United States shall proclaim that hostilities have terminated, or for such further period as the director may find necessary upon the basis of the availability of necessary materials and equipment.
