Notwithstanding any other provisions of this title to the contrary, all fees and other monies that the commission, or the State Treasurer receives pursuant to the provisions of this act or any rule or regulation adopted pursuant thereto shall be paid to the Commercial Vehicle Enforcement Fund established pursuant to section 17 of this act; 1 except that monies received for attendant storage charges and expenses as provided in subsection c. of section 15 of this act 2 shall be paid to the entity that incurred those charges and expenses.
