The Director of the Division of Alcoholic Beverage Control in the Department of Law and Public Safety, the Commissioner of Human Services, the Commissioner of Education, and the Commissioner of Health, are hereby constituted a commission, to be known as the Commission on Substance Use Disorder and Promotion of Temperance, and empowered to prepare and administer a program for the rehabilitation of persons with substance use disorder and the promotion and furtherance of temperance and temperance education in this State; to utilize such facilities in this State, including equipment, and professional and other personnel, as may be made available for said purposes; and to expend such sums for said purposes as may, from time to time, be appropriated therefor by the Legislature.
