a. There shall be three commissioners of the Gateway Development Commission appointed from this State, in accordance with P.L.2019, c. 195 (C.32:36-1 et al.).
b. The three commissioners shall be appointed by the Governor, with the advice and consent of the Senate.
c. Each commissioner appointed pursuant to this section shall be a resident voter of the State of New Jersey at the time of appointment and while serving on the Gateway Development Commission. An individual shall not be appointed to the office of commissioner unless the individual has been a resident voter of the State of New Jersey for at least the two years immediately preceding appointment.
d. All vacancies in the office of commissioner of the Gateway Development Commission shall be filled pursuant to the provisions of subsection b. of this section.
e. Each appointment made to fill a vacancy occurring or existing by reason other than the expiration of a term shall be for the unexpired portion of the term of the appointee's predecessor.
f. All commissioners from this State shall continue to hold office after the expiration of the terms for which they are appointed and until their respective successors are appointed and qualified. No period during which any such commissioner shall hold over shall be deemed to be an extension of the commissioner's term of office for the purpose of computing the date on which a successor's term expires.
g. Any commissioner from this State may be removed from office through the adoption of articles of impeachment by the General Assembly which are delivered to the Senate and following a trial and vote by the Senate on those articles of impeachment. Any such trial shall be conducted in accordance with rules adopted by the Senate.
h. The New Jersey co-chairperson of the Gateway Development Commission, whose position is established pursuant to P.L.2019, c. 195 (C.32:36-1 et al.), shall be selected from the three New Jersey commissioners of the Gateway Development Commission appointed pursuant to this section and shall be determined by the affirmative vote of at least two of the New Jersey commissioners; provided, however, that the New Jersey co-chairperson shall be a resident voter of the State of New Jersey at the time of selection and shall have been a resident voter of the State of New Jersey for at least the two years immediately preceding selection as co-chairperson.
i. Notwithstanding the requirements of subsection c. of this section, the Governor may appoint the individual serving as trustee of the Gateway Program Development Corporation, a New Jersey nonprofit corporation, at the time of the effective date of P.L.2019, c. 195 (C.32:36-1 et al.), as a commissioner of the Gateway Development Commission and such individual may be seated without the advice and consent of the Senate.
