The Commissioner of Human Services shall, pursuant to the “Administrative Procedure Act,” P.L.1968, c. 410 (C.52:14B-1 et seq.) adopt rules and regulations necessary to implement the provisions of sections 9, 11 and 12 of this act 1 as they relate to payments from the Health Care Subsidy Fund to disproportionate share hospitals.
