Notwithstanding any law, rule, regulation, or order to the contrary, when determining whether to approve the construction of a pedestrian bridge which impacts New Jersey Turnpike Authority property, the New Jersey Turnpike Authority shall not require that a county guarantee to provide for the maintenance of the pedestrian bridge in the event that a municipality defaults on its obligation to maintain the pedestrian bridge, provided that the pedestrian bridge is to connect two points within the same municipality and the municipality has the ability to generate revenue from property taxes.
