The commissioner and the Commissioner of Community Affairs, pursuant to the “Administrative Procedure Act,” P.L.1968, c. 410 (C.52:14B-1 et seq.), shall adopt, notwithstanding any provision of P.L.1968, c. 410 (C.52:14B-1 et seq.) to the contrary, immediately upon filing with the Office of Administrative Law, such rules and regulations as the commissioners deem necessary to effectuate the purposes of P.L.2015, c. 125 (C.55:13B-5.1 et al.), which shall be effective for a period not to exceed 12 months following the effective date of P.L.2015, c. 125. The regulations shall thereafter be amended, adopted, or readopted, in accordance with the provisions of P.L.1968, c. 410 (C.52:14B-1 et seq.), as the commissioner or the Commissioner of Community Affairs determine necessary to effectuate the purposes of P.L.2015, c. 125 (C.55:13B-5.1 et al.).
