The Department of Health, acting for and on behalf of the State of New Jersey, is authorized and empowered, pursuant to the appropriate provisions of an Act of the Congress entitled “An act to provide for the general welfare by establishing a system of Federal old-age benefits, and by enabling the several States to make more adequate provision for aged persons, blind persons, dependent and crippled children, maternal and child welfare, public health, and the administration of their unemployment compensation laws; to establish a social security board; to raise revenue, and for other purposes” (Public Statute No. 271-74th Congress), 1 to participate in such grants subject to the provisions of the aforesaid Federal statute, and the rules and regulations thereunder, and particularly Titles V and VI thereof covering the appropriations therefor.
The Department of Health, acting for and on behalf of the State of New Jersey, is authorized and empowered, pursuant to the appropriate provisions of an Act of the Congress entitled “An act to impose additional duties upon the United States Public Health Service in connection with the investigation and control of the venereal diseases” (Public Statute No. 540-75th Congress), 2 to participate in such grants subject to the provisions of the aforesaid Federal statute, and the rules and regulations thereunder.
The Department of Health, acting for and on behalf of the State of New Jersey, is authorized and empowered, pursuant to the appropriate provisions of an Act of Congress entitled “An act to provide for the acquisition and equipment of public works made necessary by the defense program” (Public Statute No. 137-77th Congress, approved June 28, 1941), 3 to participate in such grants subject to the provisions of the aforesaid Federal statute, and the rules and regulations thereunder.
The Department of Health is likewise authorized to pay from the aforesaid Federal grants, upon approval by the Civil Service Commission, compensation to administrative officers of the department for administering projects under such grants, said compensation to be in addition to the regular salary received by such officers in the performance of duties for which they are paid from funds appropriated by the State, notwithstanding any other provision of the law to the contrary.
