The Commissioner in consultation with the Public Health Council shall cause examinations to be conducted in such manner and at such times and places as may be necessary for the purpose of determining the qualifications of applicants for licenses set forth in section 41 of P.L.1947, c. 177 (C.26:1A-41). Applications for examination for any of the licenses enumerated in section 41 of P.L.1947, c. 177 (C.26:1A-41), must be made in writing upon forms supplied by the department.
