No later than one year after the members of the board are appointed and the board first organizes, and annually thereafter, the authority shall prepare and submit a report to the Governor and, pursuant to section 2 of P.L.1991, c. 164 (C.52:14-19.1), to the Legislature, which report shall set forth a complete operating and financial statement covering the operations of the authority, provide details on programs, services, and initiatives established by the authority, and assess the contribution of those programs, services, and initiatives to the advancement of the State's maternal and infant health outcomes.
