The Department of Human Services shall establish guidelines for health care and social service resources that may be offered at emergency warming centers during a Code Blue alert declared pursuant to section 3 of P.L.2017, c. 68 (App.A:9-43.20).
a. Health care resources offered pursuant to this section may include, but shall not be limited to:
(1) information regarding health care coverage and enrollment options, including, but not limited to, information related to coverage provided through NJ FamilyCare and the “Patient Protection and Affordable Care Act,” Pub.L.111-148, as amended by the federal “Health Care and Education Reconciliation Act of 2010,” Pub.L.111-152;
(2) information regarding Federally Qualified Health Centers (FQHCs), including the locations and hours of operation of any FQHC that is located in the same county as, or in a neighboring county of, the warming center;
(3) information regarding health care services available for veterans;
(4) information regarding the REACHNJ hotline, which can be used to connect individuals to assessment and treatment referral services for substance use disorders; and
(5) information regarding available mental health care services.
b. Social service resources offered pursuant to this section may include, but shall not be limited to:
(1) information regarding municipal and county social service agencies for the municipality and county in which the warming center is located; and
(2) information regarding community-based assistance organizations in the municipality, county, or region of the State in which the warming center is located.
c. The Department of Human Services shall compile and make available on its Internet website health and social service resource materials corresponding to the guidelines established pursuant to subsection a. of this section.
