Notwithstanding any provision of P.L.2007, c. 137 (C.52:18A-235 et al.) to the contrary, a school facilities project of a district, other than an Abbott district, with a district aid percentage equal to or greater than 55% or of a district, other than an Abbott district, with a district aid percentage of less than 55% that had been approved by the Commissioner of Education and the New Jersey Schools Construction Corporation prior to the effective date of P.L.2007, c. 137 (C.52:18A-235 et al.) to be constructed by the corporation, shall be constructed and financed in accordance with the provisions of P.L. 2000, c. 72 (C.18A:7G-1 et al.) as the same read before the effective date of P.L.2007, c. 137 (C.52:18A-235 et al.).
