The money in the State Recreation and Conservation Land Acquisition and Development Fund created by the New Jersey Green Acres and Recreation Opportunities Bond Act of 1974 1 is hereby appropriated to the Department of Environmental Protection for use in executing the provisions of this act, according to the following division:
a. With respect to acquisition of lands by the State under this act, $15 million, which shall include administrative costs as defined in section 3.b. of this act; 2
b. With respect to State grants under this act to assist local units to acquire lands, $15 million;
c. With respect to development of lands owned by the State under this act, $15 million which shall include administrative costs as defined in section 3.b. of this act;
d. With respect to the State grants under this act to assist local units to develop land, $15 million.
