a. Commencing 24 months after the effective date of this act, 1 and each year thereafter, each producer shall report to the department, in a form and manner prescribed by the department, the number of propulsion batteries sold, offered for sale, or distributed in or into the State by the producer.
b. The annual report may include additional information, as required by the department.
c. The department shall maintain a public non-compliance list of producers that do not comply with the provisions of this section.
