a. Any person engaged in the business of solid waste collection or solid waste disposal in accordance with the provisions of P.L.1970, c. 39 (C. 13:1E-1 et seq.), P.L.1970, c. 40 (C. 48:13A-1 et seq.), P.L.1991, c. 381 (C.48:13A-7.1 et al.) or any other act may engage in recycling or otherwise provide recycling services in this State.
b. The Board of Public Utilities shall not have jurisdiction over charges or rates for recycling or services provided by persons engaging in the business of recycling or otherwise providing recycling services in this State.
