The Department of Environmental Protection may adopt, pursuant to the “Administrative Procedure Act,” P.L.1968, c. 410 (C.52:14B-1 et seq.), rules and regulations based on the recommendations contained in the report submitted by the “Solar Panel Recycling Commission,” established pursuant to section 1 of this act 1, concerning recycling or other end-of-life management methods for photovoltaic and other solar energy generation structures.
