The Department of Environmental Protection shall not issue any permits required pursuant to P.L.1954, c. 212 (C. 26:2C-1 et seq.), P.L.1962, c. 19 (C. 58:16A-50 et seq.), P.L.1975, c. 232 (C. 13:1D-29 et seq.), P.L.1977, c. 74 (C. 58:10A-1 et seq.), P.L.1981, c. 262 (C. 58:1A-1 et seq.), or any other law, or any rules and regulations adopted thereto, to any person proposing to own or operate a resource recovery facility prior to the completion by the Attorney General and the department of the requirements of sections 3 and 8 of P.L.1983, c. 392 (C. 13:1E-128 and 13:1E-133), and unless the person proposing to own or operate the resource recovery facility has received a license approved by the department pursuant to section 8 of P.L.1983, c. 392 (C. 13:1E-133); except that the department may issue such permits if the department has approved, issued or renewed a temporary license for such person pursuant to section 10 of P.L.1983, c. 392 (C. 13:1E-135).
