a. The department shall, pursuant to the provisions of the “Administrative Procedure Act,” P.L.1968, c. 410 (C. 52:14B-1 et seq.), adopt rules and regulations to effectuate the purposes of this act.
b. Within one year of the enactment date of P.L.1993, c. 190 (C. 13:19-5.1 et al.), the department, in consultation with the State Planning Commission and county and municipal governments located in the coastal area, as defined in section 4 of P.L.1973, c. 185 (C. 13:19-4), shall adopt new rules and regulations to implement P.L.1993, c. 190 (C. 13:19-5.1 et al.). Any rules or regulations adopted pursuant to this subsection shall be closely coordinated with the provisions of the State Development and Redevelopment Plan adopted pursuant to P.L.1985, c. 398 (C. 52:18A-196 et al.) and the federal “Coastal Zone Management Act of 1972,” 16 U.S.C. § 1451 et seq.
