New Jersey Statutes Appendix A. Emergency and Temporary Acts § 4-33

Since the purpose of this act is to provide for the extraordinary conditions due to the existing emergency, no bonds shall be issued pursuant to this act after the first day of January, one thousand nine hundred and thirty-seven, unless the ordinance authorizing the issuance of said bonds, required by section four of this act,  1 shall have been finally passed prior to the first day of January, one thousand nine hundred and thirty-seven.
