1. In case any town, township, borough or other municipality of this state shall have heretofore instituted and commenced or may hereafter institute and commence proceedings under the provisions of the act to which this act is a supplement, and shall have heretofore or shall hereafter while such proceedings were or are pending and unfinished and incomplete undergone a transition and risen from a lower to a higher grade of municipality and become incorporated as a township, borough, city or other municipality, such proceedings commenced under the provisions of the act to which this act is a supplement shall be proceeded with and completed under the provisions thereof and as if such town, township, borough or other municipality had not undergone such transition and risen from a lower to a higher grade of municipality and become incorporated as a township, borough, city or other municipality.
