1. It shall be lawful for the governing body of any town, township, borough or other municipality, for which commissioners of adjustment have been or hereafter may be appointed by the circuit court under the provisions of the act to which this is a supplement, to borrow money for the purpose of defraying the expenses of such commissioners by issuing certificates of indebtedness, or other like obligations, in anticipation of the collection of taxes or assessments, or both, under and by virtue of the proceedings of such commissioners, which certificates, or other obligations, shall be made payable within five years or less, with interest not exceeding six per cent per annum, and the proceeds arising from the sale of such certificates, or other obligations, shall be used exclusively for defraying the expenses of such commissioners incurred under the provisions of the act to which this is a supplement, including the necessary search fees and the fees for serving the order to show cause or notice provided for in said act.
