1. All taxes and all assessments levied and assessed on lands and real estate in any city of this state which now are or which shall hereafter become unpaid and in arrear for the space of two years from and after the time when due and payable, may, in the discretion and upon the direction of the board or body having charge of the control of the finances of the city, be collected, and the lands and real estate subject thereto sold by the comptroller or other collecting officer of the city, in the same manner in which said officer is authorized and empowered by the said act to collect assessments, charges and liens fixed, adjusted and determined, as by the said act provided, notwithstanding the said lands and real estate may have been sold and purchased by such city for such taxes under any sale had by virtue of any law of this state other than that to which this is a supplement; and to sell the lands subject thereto, and to make conveyance of the same in the same manner and with the same effect as if made on proceedings to enforce the payment of the taxes, assessments and liens fixed, adjusted and determined, as in the said act provided; and in all such cases the procedure and practice shall be the same as in such act provided; and the deed for the lands sold shall be given at the time and in the manner provided in the said act and the supplements thereto, where sales were made for taxes and assessments levied and assessed on lands and real estate after the passage of the said act, and the right of redemption as provided in the said act and its supplements in all such sales shall remain and continue as heretofore; provided, that the process for the collection of taxes by sale of the land subject thereto established by this act shall not supersede any other method of collecting the same, but shall be supplemental and in addition thereto.
