1. In all cases where the city shall deliver a deed to the purchaser of any lands pursuant to the act to which this is a supplement, the city clerk shall forthwith record in a book to be kept for that purpose, the notice to redeem and the proofs of inquiry, service, mailing and publication thereof, and the order of court, if any, directing such deed to be given, and the assignment of the certificate of sale, if any, with a memorandum of the date of the deed and the name of the grantee, and such record shall be evidence of the facts therein stated, of the same force as the original papers; an index of said records shall be made by lot and block numbers, and by the names of the grantees, and kept for the convenience of all desiring to consult said records; for recording such papers the clerk shall receive for the use of the city, six cents per folio of each one hundred words, and for indexing each sale ten cents; a memorandum of the amount of said fees shall be entered at the foot of the record in each case and be paid by the grantee on delivery of the deed; provided, that when the city, or any officer thereof, is the grantee, no fee shall be paid, but a memorandum of the fee shall be entered as in other cases; and if the city afterwards sells said lands at private sale the amount of said fees shall be added to the selling price.
