1. That in case any city has heretofore purchased or shall hereafter purchase at a sale of lands made under the provisions of the above-entitled act, any lot, tract or parcel of land, it shall appear that by or through error or mistake, such lot, tract or parcel of land has been incorrectly described or designated, whereby the tax or assessment imposed thereon would appear by any map or record to have been made upon a lot, tract or parcel of land not intended to have been so taxed or assessed, it shall be lawful for said city to cause any and all such errors and mistakes to be corrected, and such lots, tracts or parcels of land to be correctly and properly described, numbered and designated, in such manner as in its judgment may be proper and necessary to that end.
