4. That sales for taxes and assessments levied and assessed on lands and real estate in any city of this state after the date of the passage of the act to which this is a supplement, which shall remain unpaid for the space of two years from and after the time when due and payable, may in the discretion and upon the direction of the board or body having charge or control of the finances of the city, be collected, and the lands and real estate subject thereto sold in the manner, and according to the directions of the act to which this is a supplement, it being the intention of this section to limit the time within which such sale may be made to two years instead of three as provided in the said act.
