4. That the provisions of the act extending the powers of the commissioners so appointed to assessments made since the passage of the act to which it is a supplement, shall not be operative and in force in any city of the state until the provisions of this act have been accepted by the common council or other governing body of such city by a formal resolution approved by the mayor of such city and passed by a vote of not less than two-thirds of such legislative body.
