4. That when the said report, or a certified copy thereof, shall have been filed with the comptroller of the city or other officer for collecting assessments, it shall be the duty of said comptroller or other officer forthwith to certify to all officers of the city having custody of records showing liens for taxes, assessments and water rates or water rents, a particular designation of the land and premises affected thereby, whereupon the said comptroller, city collector, city clerk or other officer in whose office any record of taxes, assessments, water rates, or water rents, or sales therefor shall remain, shall forthwith cancel upon the records in their respective offices all prior liens for taxes, assessments and water rents or water rates, held by or for the use of said city upon the land and premises included in said report.
