That the directors, on behalf of the state, of the Delaware and Raritan canal and Camden and Amboy railroad and transportation companies, shall be appointed annually, by the senate and general assembly, in joint meeting, and commissioned by the governor, or person administering the government; and the term of office of every such director shall commence on the first day of April next after his appointment.
