6. That it shall be the duty of the board of chosen freeholders of the several counties of this state, at their annual meeting in each and every year to apportion and pay the interest of so much of the surplus revenue as shall then be and remain on deposit with the said counties respectively, to and among the several townships therein, in the ratio of the county taxes paid by them during the preceding year.
