3. There is hereby appropriated out of any moneys in the treasury of the state not otherwise appropriated, the sum of one thousand dollars ($1,000.00) to defray the necessary expenses of the commissioners while engaged in this mission, and to make such reasonable compensation to the commissioners for their services as shall be ascertained and allowed by the governor. Said appropriation shall be immediately available upon the approval of this act, and shall continue in force until said commissioners have been discharged by the legislature. Said expenses shall be paid by the state treasurer from time to time on vouchers signed and submitted by the commissioners, and said compensation for the services of the commissioners shall be paid by the state treasurer on vouchers signed and submitted by the governor.
