2. The said board of public utility commissioners shall also have power, upon their own initiative or upon the petition of ten freeholders of any county wherein such bridge or bridges may be located, to investigate the rates, tolls and charges exacted from the public for travel upon such bridge or bridges, and after public hearing and notice to such operating companies to fix the rates, tolls and charges which the operating companies shall be allowed to charge the public for travel upon such bridge or bridges; and if it be necessary for the proper fixing of such rates, tolls or charges to confer with the public board or body in charge and control of such bridge or bridges in adjoining states, the said board of public utility commissioners shall have power to confer with such board or body and to enter into such arrangement, schedule or agreement for the fixing of tolls and charges and for the joint use of such bridge or bridges by the public as may seem to be necessary and just in the public interest.
