2. Any such municipality shall have power to issue its negotiable bonds to finance any payments required by such agreements to be made by such municipality. Said bonds shall be issued pursuant to the act entitled “An act to authorize and regulate the issuance of bonds and other obligations and the incurring of indebtedness by county, city, borough, village, town, township or any municipality governed by an improvement commission, or any municipality governed by a board of commissioners,” constituting chapter two hundred and fifty-two of the Laws of one thousand nine hundred and sixteen, as amended, and any acts supplemental to said act; provided, however, that said bonds shall be deemed to be issued for funding within the meaning of section twelve of said chapter two hundred and fifty-two, as amended, so that it shall not be necessary to make and file a supplemental debt statement prior to the passage of the ordinance authorizing said bonds.
