1. If at a general election heretofore held for members of the general assembly in any borough the question has in fact been printed on the ballots whether the borough should provide and supply water for the public and private uses of the borough and its inhabitants, or a question involving in substance such subject matter has been printed on the ballots, and if a majority of the legal voters voting on such question at such election have voted in favor of the question, then it shall not be lawful hereafter to submit at any election in such borough any question relating to the ratification or approval of any ordinance providing for a water system or for the issuance of notes or bonds therefor, notwithstanding any protests which may have been or may hereafter be filed and notwithstanding any such protests all such ordinances shall be in full force and effect.
