6. This act shall take effect immediately; provided, nevertheless, that nothing herein contained shall effect or be construed to effect any assessment for benefits, award of damages, appeal, suit, action or proceeding whatsoever under or in relation to any improvement ordinance in any case in which before this act takes effect any assessment for benefits or any award of damages has been certified or reported or any appeal taken or suit or action commenced, but in every such case all such proceedings, assessments, awards, appeal, suits and actions taken, commenced or instituted before this act takes effect shall be valid, binding and effectual, and shall be prosecuted, completed and brought to a conclusion in accordance with the provisions of the act to which this act amends as the same were effective before this act takes effect.
