In case of death, resignation, disability, disqualification, removal from office, neglect or refusal to act, or removal out of the city or ward of any of the officers, or any vacancy in any office except mayor or councilman, it shall be lawful for the council to appoint others in their stead until the next city election, or in case of appointed officers until the regular period for appointment, who shall, during the said term, perform like services, be entitled to the same fees and be subject to the same responsibilities as though elected at the annual election or appointed at the regular time; provided, that all resignations shall be sent to the mayor, and he shall report the same to the council at its next meeting thereafter.
