4. The mayor shall be the head of the police department and shall have exclusive power to appoint, suspend and remove all policemen and all subordinates in such department; he shall also appoint a chief of police and such captains or sergeants of police as may be required by ordinance; these appointments, however, of chief of police, captains and sergeants of police shall not take effect until confirmed by the common council; he shall see that all such officers are prompt and faithful in the discharge of their duties, and shall from time to time take such measures as he may deem necessary for the preservation of peace and good order and the enforcement of the laws and ordinances of the city.
