The city shall be governed by an elected mayor and a city council consisting of two elected councilmen from each ward, each of whom shall serve for a term of 4 years beginning at 12:00 o'clock noon January 1 next following his election.
The governing body of the city shall require the division of the city into wards, and may require an increase or decrease in the number of wards. Any division, or increase or decrease, shall be required by ordinance.
