8. The subway and the transportation system herein authorized shall be deemed an approach to said bridge structure and shall be under the jurisdiction of said commission, which is hereby empowered to pass and enforce rules and regulations for the proper policing, maintenance and operation thereof, and may employ such engineers, clerks, assistants, and other help as may be necessary in the construction, maintenance and operation thereof.
