2. In order to reimburse itself for moneys expended or advanced by reason of any default the state expending or advancing the same shall have the sole right and privilege to levy and collect the tolls at the entrance of the tunnel or tunnels in the defaulting state, provided in article XIV of this agreement to the exclusion of the defaulting state, until the amounts so advanced or expended, with interest thereon, at six per cent per annum, shall be collected in full. The remedy provided for in this article of the agreement shall not be exclusive, but shall be in addition to any and all other remedies that such state may have against the defaulting state at law or in equity.
