5. It is intended by this legislation to authorize and empower the commission hereby created to have full jurisdiction over, and do all things necessary for the construction, maintenance and operation of said tunnel, but said commission shall not exercise any authority or jurisdiction over the construction, maintenance and operation of the Delaware river bridge connecting the cities of Camden, New Jersey, and Philadelphia, Pennsylvania.
