1. Neither state shall without the consent of the other directly or indirectly do, or cause, or suffer to be done, any act to block, interfere with, or obstruct in whole or in part the passage or repassage of pedestrians and vehicles as herein provided, to, from or through any tunnel or tunnels that may be built pursuant to this agreement, except that it may collect the tolls hereinbefore provided, for the privilege of passing and repassing through such tunnel or tunnels. All limitations, prohibitions and regulations of traffic for whatsoever purpose shall be made exclusively by the order and under the direction and control of both commissions.
