3. Upon delivery by the authority to the state of New Jersey of its bond or bonds in the principal amount equal to five-ninths of the amount actually appropriated and made available in cash to the authority by the state of New Jersey, pursuant to said statutes, for the construction of the George Washington bridge, payable March first, one thousand nine hundred and forty-one, and bearing interest at the rate of three per cent (3%) per annum, payable semiannually, and of the character herein above provided in section two of this act, the authority shall be and be deemed to be released and discharged of and from all actions, causes of action, damages, claims and demands whatsoever of the state of New Jersey arising out of and under the aforesaid statutes, and any lien or claim of the state of New Jersey upon the tolls and revenues of said bridge arising out of or under the aforesaid statutes shall be and be deemed to be void and without force or effect.
