7. The comptroller of the treasury is hereby authorized, empowered and directed, and it shall be his duty to make such correction of the title or text, or both, of any item in this act contained necessary to make such appropriation available for the purpose or purposes of its intention. Such correction shall be by written ruling reciting any appropriate details, the fact thereof and the reasons therefor, attested by the signature of the comptroller and filed by him in his office as an official record, and any action thereunder, including disbursements, and the audit thereof, shall be legally binding and of full force and virtue.
In order that some degree of flexibility in administering the provisions of this act may be had, the board of control of institutions and agencies may apply to the state house commission for leave to transfer a part of any item to any other item within the institutional group, for both of which said items are appropriated. Upon the approval of such application by the state house commission it shall notify the comptroller thereof in writing, whereupon the comptroller shall make such transfer as in this section directed.
