That the persons who shall compose said commission shall meet at the courthouse, in the town of Freehold, on the second Saturday of April, anno Domini one thousand eight hundred and eighty-one, at eleven o'clock, A.M., six of whom shall be a quorum for transaction of business, and shall at such meeting organize and pass by-laws, rules and regulations, and elect a treasurer and other officers, which treasurer, before performing the duties of his office, shall enter into bond to the state of New Jersey, conditioned for the faithful discharge of his duties, in such sum as the said commission shall determine, and shall not receive any compensation; and that the said association shall on or before the first Monday of May, anno Domini one thousand eight hundred and eighty-one, transfer to the treasurer of said commission all the moneys or evidences of indebtedness which now are, or shall be in the hands of the treasurer of said association at that time, and shall from time to time, pay to said commission the moneys which may thereafter be received by said association for the purpose of erection of the monument, except the sum of two thousand dollars, which said association shall retain for the purposes hereinafter provided, and the said treasurer shall in all cases pay out moneys only on the order of at least four of said commission, of which at least two shall be state officers herein designated.
