1. That out of any moneys in the treasury of this state, there be hereby appropriated the sum of ten thousand dollars, to be paid as hereinafter specified towards the erection of a monument of granite or marble on the tract of land now belonging to the “Monmouth Battle Monument Association”, called “Monument Park”, in the township of Freehold, Monmouth county, New Jersey; provided, that before said sum of money, or any part thereof, be paid to the commissioners hereinafter mentioned, or simultaneously therewith, the said association shall convey their right in said “Monument Park” to the state of New Jersey, to be used for the said purpose only; and shall also pay to the said commissioners the sum of at least eight thousand dollars, to be used, with the sum appropriated hereby by the state, for the erection of said monument.
